How bad is the stiff knee? Maybe send a picture or provide the degrees.   Most stiff knees, when just subtle can be resolved with physical therapy over the course of some weeks to months.

That is a very low degree for only 4.5cm.  What did the doctor say?

Yes, that is true.   Maybe because she is so young.   I think in 2-3 months she will be fine.

Did you take her to other doctors?
Some knee contracture will not be solved unless tendons or ligaments release surgeries are performed.
If her doctor doesn’t know much about these surgeries, better to find other experts

she only 1 month after frame removal , i knew that people takes times and they need at least 3-6 months.

is stiffed knee common with such cases.
is there any risk that it will be permanent?

The doctor should have prevented with PT during lengthening and tendon release surgeries when putting frames
Good doctors don’t let patients have such a severe contracture
45degree knee bending seems too much
Without surgery she might stay with contracture for years
Please consult a decent doctor ASAP
Poor little girl

See it may resolve after sometime or maybe not.
There are no experts/doctors on this forum, but suggestions that you would get from here might help you.
What did her current doctor say, can you please tell?
I would advise you to consult this case with some other doctors too( who are the experts ).
If you wouldn’t mind could you tell which country are you from, someone on this forum might be able to suggest some good docs.

She cannot straighten her leg right?
She is not gonna be able to walk normally
Please don’t leave her like that for too long
The longer the time not treated, it’ll be harder to fix problems

I recommend contacting a professional doctor RIGHT NOW. Don't hesitate on emailing or calling a doctor. Time is of the very essence.

Although it is most likely due to muscle shock, it is still a good idea to contact a world-class doctor with your daughters x-rays. I personally recommend Dr.Paley because he is one of the few pioneers of this surgery.

Why external femur on a kid?

Probably some congenital condition relating to one of the femurs.
