What is safer?

4,0 cm for the tibia and 5,0 cm for the femur (8/10),
or
3.5 for the tibia and 5.5 for the femur (70% of the maximum extension range)?

I'd say pretty much the same.

Those are both pretty safe. Femur lengthening, in general, is safer than tibia lengthening as long as you stay under 8cm.
