Properly the least safest option when it comes to LL. Why? Well the infection risk is much higher with LON! In generel Tibias has a much higher complication rate cuz your dealing with 2 bones (tibia and fibula). Also doing ONLY doing tibia surgery you are much more likely to be dealing with arthisis and joint problems, look at the source. Femurs with an internal method heals faster, much less risk of infection, more comfortable, gives you more height and I could go on.

5cm on femur is your safest bet. With an internal nail of course.

Would you say that someone who's 180cm morning height and 177.5 evening height can lenghten 6/7 cm safely? (Precice 2.2 femurs ofc.)
