Internal nails such as Precice, Fitbone, Albizzia are not available in India to the best of my knowledge.
In 2012, I had a consultation with Dr.Milind Chaudhary who said that he can do ISKD if you request but I don't know how many cases he has done with ISKD and ISKD is not really recommended due to high mechanical failure rate. But I had a phone conversation with Dr. Mangal Parihar who stated that internal nails are not approved in India.
Other then internal nails, you can get LON/LATN which does involve internal nail inserted with a external ilizarov device. But you better do your research in this forum as there are several doctors in India that you should avoid.

Supposedly PRECICE2 is approved there. Don't know which doc would do it for you though.

Supposedly the PRECICE 2 is approved in India but I'm not sure. Apparently there are docs who will do internals like ISKD and there is also Sarin's internal hydraulic nail (both probably not exactly legal), but then again if something goes wrong there's not much you'll be able to do about it. You should probably look elsewhere in places where they have years of experience with internal devices.

Does anyone know if it would be possible to do IKSD for under 25K USD in India? Has the price dropped at all as the technology has been obsoleted?

MDOW has said that he expected a cheap clone of a lengthening nail to come out, but I am surprised to see that this hasn't happened, unless Dr. Sarin's HLN is considered to be a cheap clone of the Belgian version. I don't see how Dr. Sarin's HLN costs 35K if the nail in question is a cheaper Indian-sourced version. Let's day that it costs 10K to accommodate the patient for 3+ months in the guest house. There's no way that the surgery and nail can cost 25K alone for Dr. Sarin. He must really be profiting.

Careful, Sarin has to modify those internals, this might lead to poor quality devices. He doesn't just order and use them.

 don't know the cost though
but you always can bargain about the cost, just lie, name one of the hospital and say they give you this surgery  with 10000$ or any other price you think it's reasonable

Or else suggest me a doctor for internal tibia at reasonable price

Do not go to dr kutsenko.   There is a diary on the old forum by Ivan1989 - Internal Femurs - Dr. Kutsenko - 2012
under the Doctors Not Recommended section.  Their aftercare is very poor according to the patient.

Each doctor I consulted with has confirmed that Precice is definitely approved in India at this time. Every hospital will have different costs for their surgical fees, but Ellipse charges the same price for the nails everywhere in the world, which is $30,000 USD. I don't think any doctor will be cheaper than $45,000 USD when you include surgical fees and hospital stay. That wouldn't include hotel stay or physio. You're also taking the risk that nobody has lengthened with an internal device in India yet.
