I called his office to see what he is offering, so stupid of me in desperation as I only needed 3cm. Someone on the reception said no guarantee with a serious tone but I can come and try. He is selling a scam, if he doesn't act serious people here will literally him ;D

he sure looks like scammer! in fact a guy wore the SAME outfit allegedly the next day and three days later.. so obvious it is a lie, the video was taken on  the same day, because  the way the outfit was worn and the leg creases were all the same!
