safety amount recommended is 15% bone length so for you 4.8 will be max safe

How tall are you?
btw the recommended its not beyond 15%, but the maximum is 18%, I think is for soft tissues and for movement mechanics, like something elastic, it can stretch but past a point it will break

I just measured my tibia with a tape measure and depending how it is actually done, from the floor to the top of my knee is 47 centimetres but from the top of my foot to the knee it is 40 centimetres. And according to the internet 15% of 40 is 6. So would it be fair to say 5/6 centimetres is safe for me?

The ideal in terms of safety is 20% of bone length. These 15%-18% numbers are made up.

7 cm should be fine though. In a study of about 50 cosmetic ll patients, 7 cm in the tibias was determined to be pretty low risk.

Let's say I go ahead and I do 7 cm on the tibias. Can I get a second lengthening on my femurs, or would that complement the stretching of muscle/tendons to guarantee problems?

MAX is 20% then if safety is priority and athletic abilities 15%

No the 15% number is from DR Xia I think he advised less than 15% and wouldn't do more than 20% or at least he strongly adviced against it.

No, the 15% estimate was from Dr. Donghoon, and he totally admitted that the number was pulled out of his ass as a precautionary measure, as 15% is safer than 20%.

Yes. However, curiously, few on here have. Many only did 1 procedure.

It's not that surprising. After all, who wants to break both the legs twice?
