Eh, maybe I should have mentioned I go after the absolutely highest statistics (young men) because that's the group I identify with. Average is about 181CM and I think you should be about 7CM above average to be considered tall. Most young people are 180-185 alot of men are 185-190, sure most are shorter than that but not by much and it's still a sizable chunk of the population above 185CM.
178-185= very average. Below 175=short. Above 188=tall. Of course this is all speculations based on observations. Frankly I think my own experience is more important than some abstract number. If I still feel short, what does it matter if I'm technically above average by a centimeter or two?

There are a also some people who think they are too fat at 40kg or there are some people who think the CIA is chasing after them, doesn't mean they're right. Also you are only focussing on tall people, I know because I had the same "phase", focus on the short people and you will se the world differently. But don't get me wrong, I'm not trying to bash on you. I want to help you, you can't even imagine how hard LL is, it's torture. Especially external tibia and that's probably what you have to go for because internal femurs is way too expensive for you. But go ahead, do it, but trust me, it's not going to be worth it. You go (I'm quoting you) from very average to very average and for what? But maybe I'm wrong, I don't know.
This just my advice, do whatever you want with that. Just wanted to let you know that LL is really really really painful, but no one will tell you that because all want to seem tough
