10cm lengthening in one operation on one segment is a really bad idea - more so for the tibia. You are unlikely to die from it but nothing good will come of it. It is almost certain that you will not be able to do it with all the will in the world because after about 6cm things will get really very difficult and painful indeed. As a general rule you can just about lengthen a segment about 30% of the original length after which you will run into very serious problems. So my advice would be to get an x-ray and measure the tibia length and then calculate 30% of the measured length to determine the absolute maximum that you will be able to lengthen.
The only person I have heard of that has managed that amount of lengthening of Tibia is Apotheosis on the old forum. He did 10.5cm on the Tibia and 9.5cm on the Femurs. But his starting height was 171cm and he was one very determined individual. His final height was 189.5cm so he most have lost some height during consolidation.
