LON/LATN 2nd op

Hi,
I'm looking to do LON/LATN with Solomin/Kulesh, I received an email from Kulesh with the Price list.
Second operation period
(day of admission, day of the operation, 3 days after operation)
Manipulations (second operation):
We recommend:
    in private clinics = 381.143 (LATN – second step or LON – second step)
    + cost of 2 nails (for LATN – second step):
    117.000 x 2nails = 234.000 (Chinese nails)
    137.000 x 2nails = 274.000 (Swiss nails)
We consider admissible:
    in municipal clinics – 249.884 (LATN – second step or LON – second step)
    + cost of 2 nails (for LATN – second step):
    35.000 x 2nails = 70.000 (Russian nails)
    64.500 x 2nails = 129.000 (Swiss nails)
For Conventional Ilizarov second surgery is not needed.
Location of the patient:
We recommend:
    in private clinics (4 days):
    8.532 x 4days = 34.128 (double room)
    11.340 x 4days = 45.360 (single room)
    19.872 x 4days = 79.488 (lux room)
    4.000x4 = 16.000 (double room for the patient operated in this clinic for staying 30 days or more)
We consider admissible:
    in municipal clinics (4 days):
    4.400 x 4days = 17.600 (single room)
    4.700 x 4days = 18.800 (lux room)
Rebandages:
Obligatory:
    rebandages by doctor 1-2 times (prices are in “Early postoperative period”)
Trainings/physiotherapy:
We recommend:
    training 1-2 times with trainer (prices are in “Early postoperative period”)
We consider admissible:
    self-trainings or not trainings
Patients after second step of LATN or LON may go home after this period.

Isn't it strange that the 2nd op prices are the same? I read the previous price lists where LON 2nd step was far cheaper than LATN 2nd step. Maybe there's a mistake? If not, then is there really any reason to do LON over Latn?
