I am around 5'4.5(163 cm) and I want to lengthen to around 5'8.5- 5'9. Should I lengthen tibias or femur?(P.S my tibias are really short, my foot doesn't touch the ground sometimes when I'm sitting in certain chairs)

My inseam is around 27 inches
My wingspan is around 5'7-5'7.5(170 cm)
I'm not to worried my wingspan not matching with my height
I am looking to aim for an aesthetic lanky leg type of look or something close to it

You should probably lengthen both tibia and Femur as the max that you can get on femur safely is 8 cm and tibia is 5cm. Some doctors would lengthen more that the safe limit though.

How much would double LL cost? And can you do double at the same time opposed to doing it a year later?

Your femurs look a little on the short side to me.  If I were in your position I'd lengthen them if you have the budget for an internal device.  Don't do external on femurs.  There's a chance you can get more than 8 cm on femurs.  It's been done.

That lanky look you want can probably only be achieved by lengthening tibias though.

Double LL costs double.  You can do small amounts of both at the same time but for big gains you'll need to wait a while and then go back for more.

How much is a safe amount for the tibia? I heard around 5 cm but I heard it isn’t very optimal for mobility function.

Personally I'd go with 7cm max and call it a day. You're wingspan is 170cm. If you do 7cm on femur you'll be 170cm. What's wrong with being 5'7?

Save money and do 7 cm on the femur and 5 cm on the tibia. Plenty of poeple have done it and you're still young.

For quad (tibia and fémur at the same time) I think 8cm on femur and 6 in tibia its ok that is the normal not big lenght

6cm on tibia is absoutely not normal. stick to 4-5cm and call it a day.

no its not in most cases, your making deals with the devil past 8cm, ofc its possible but not a good idea. you said your tibs are short aswell so you'd probably look bad, not lanky just have strange looking legs. just do 8cm femurs, 5cm tibias or less and you can get to 5'9.5 or a bit under. more than 5 on the tibs can be done ive seen it many times and never seen a bad outcome but I dont think you should exceed 6 or 7 personally.

Are you serious? 5 cm tibia? lol not every person is the same. There are people who have grown 7 cm from the tibia and have no problems. Every person's body is different. Yes, 5 cm is safe, but not all people are the same. Like flexibility and leg length. A 1.90cm tall person can easily stretch 7cm or even 8 lol

Surprisingly; if you sit down and drink a beer with the ortho bro's you'll learn that if you use AAS and atl you can do a bit more at tibia "safely". But using AASto fully recover from atl isn't safe for your heart. And is presumably only legal OTC at certain countries like Turkey. This is what the peeps Ilizarov himself are saying. Sadly; the source I'm giving you here is a private one...

your crural index looks high and feet look comically large compared to legs. i recommend 6+ on femur and another 5cm on tibia considering your wingspan is relatively wide
