I've been doing research on this in the last couple of days so I wanted to bring it up to see if anyone here would know more about it.
Do calf muscles permanently grow after tibial lengthening due to an increase in actual muscle fibers?
In other words, how common is it for tibial lengthening patients to have noticeably thicker calve muscles after the whole process?

Extremely common.  Biomechanics are changed so the muscles have to work really hard, so they grow and stay that way (unless you stopped walking).

I read from some diary that was discussing this that it could be slightly prevented by wearing compression socks as much as possible after lenghtning. Furthermore shouldn't the bigger calves somewhat be countered by the longer limbs? Visually speaking

Compression socks will prevent swelling but not hyperplasia.  The doctors in Beijing gave us compression socks after the surgery but it was in vain.

The bigger calves are countered by the longer limbs, and vice versa.  The good news is you won't have elongated legs at the same thickness as before.

During the lengthening period, the muscle loses volume and stretches. After the extension is over, muscles gradually starts to gain volume, but I don't think it will be thicker than its old volume (unless heavy hypertrophy exercises are done).

Your calves will be thicker i.e. larger diameter. I'm four months post lengthening and can confirm that my calves are now larger than they have ever been - it might be because the rehab is so much focused on stretching and strengthening the calves - not sure.  I actually measured them pre-surgery, after lengthening was complete and two weeks ago. I used lift serious weights before the surgery but my calves haven't been this large - they are not necessarily stronger but larger if that makes sense.

The prospect of your calves actually having a higher total number of muscle cells, as opposed to bigger muscles after lengthening is pretty interesting.

Yes. My calves are now almost an inch larger than pre-surgery.

My Femurs are the same skinny diameter pre/post CLL (5 years), my calves are naturally thick and disproportionate to my slim frame as are my forearms (not biceps unfortunately).
If I were to undergoe Tib CLL and experienced calf hyperplasia i would consider the now popular (in Australia anyway) Botox calf reduction injections offered by many beauty/injector clinics.
