Prophylactic anterior compartment release

I was reading that Dr. Paley almost always does the prophylactic anterior compartment release to prevent compartment syndrome for internal tibia limb lengthening.

Does this bring down the risk of compartment syndrome down to 0% for the tibias?
Which other LL doctors do this release and are there any risks to getting this done along with LL as a preventative measure.
