I would do 8 cm femur to get to 171 cm, if your're lucky enough that your body can tolerate 8 cm, since your starting height ain't that great. Then if you feel like that huge gain wasn't enough, you can do tibias. By spreading the 2 segments out, you gain more height and safety than doing both at once.

Just do 1 segment, there's no need for twice the costs and a lot more recovery time for 2cm more

If you do 2 segments it has to be worth it i.e. 8+5. That'd get you to 176 which absolutely worth be worth it.
