External method and fibula bone fixation

Hello, does anybody know, or may share some articles on how the external method connects the fibula? In some Dr. Paley interviews, he mentioned that if its' not connected to the tibia and is left behind, even a few mm may cause ankle joint problems or arthritis in the longterm. I'm interested to understand whether rods on Ilizarov are attached to both fibula and tibia, or only tibia? Thanks!

Only tibia.  The fibula is attached to the tibia with a small screw to keep it in proper alignment.
