Reopen growth plates via surgery

What is the difference between open and closed growth plates?
Do you think it is possible to reopen growth plates via surgery?

That's not how growth plates work, sorry. It's not actually a thing you open or close, it ossifies when it "closes" therefore not allowing for any more growth/development of long bones.
