Short muscles lead to bf and bad posture which can decrease your height not because you become shorter but because your posture overall is not completely straight.
That said, this will happen especially to women who wear very tall stilts, not to a man whi wears 2-3 cm lifts, and of course with stretching it will go away.
So permanent loss and all these are simply bs.
The true height, as Tibike said, is a matter of bones and that can't change by wearing lifts.
