I would have to disagree. From what I've seen, short mesomorphs and endomorphs tend to have much broader shoulders and torsos than ectomorphs who are ~10 CM taller. Personally, I am very mesomorphic in build, and stand around 10 CM shorter than my own father, but my shoulders are broader, and my neck is longer. My torso is a CM or so shorter, which is hardly noticeable. My arms are about 2-3CM shorter each, again hardly noticeable. My legs are like 7-8 CM shorter, which is an objective measurable difference, and my hands are noticeably smaller, but not drastically so, just a CM or so shorter. But my knees and joints are of exactly the same size. My legs stopped growing when I was around 14 years old while the rest of me grew for a while more. I used to be very long legged as a child between the ages of 9 and 14, but my legs stopped growing much earlier than the rest of my body.
What's more, my grandfather (father of my 188 CM father) is 176 or 177 CM and has bigger hands than ALL of his sons and grandsons. His sons are 188CM, 191CM, and 195CM. All have very big hands but my 176 CM grandfather's hands are bigger. I don't think he was ever taller than 180 CM during his youth.
I have a neighbor who is 178 CM and 26 years old and has bigger hands than another neighbor who stands 194 CM tall.
I have a 167 CM tall friend who has hands exactly the same size as mine and arms nearly the same length. He has a much smaller torso, frame, and head, though.
I know it's anecdotal, but, to me, this disproves what you are saying in a strict sense, although I agree that, generally speaking, shorter people are smaller framed. Yet, there are many more exceptions than you might think, and there is quite a range of proportions throughout the human population. Ask any tailor this (I have) and he or she will confirm that proportions vary a whole lot from person to person!
